Visa Digital Government Forum explores practical solutions for delivery of digital public services in Vietnam

• At the Visa Digital Government Forum 2026, policymakers and industry leaders explored how trusted digital infrastructure and digital payments can improve public service delivery and support inclusive growth.

 
Returning for its third consecutive year, the Visa Digital Government Forum 2026, themed “Blueprint for Digital Government,” led by Visa (NYSE: V), a global leader in digital payments, brought together senior policymakers, financial institutions, technology leaders and experts from Visa to discuss how digital payments can drive more efficient, transparent and secure public services.

Representatives from the Ministry of Public Security (MPS), Ministry of Finance (MOF), State Bank of Vietnam (SBV), transit operators, and leading ecosystem partners gathered at the Forum to explore how collaboration across government, finance and technology can shape the future of digital government in Vietnam.

Through Visa Government Solutions, Visa works with public sector stakeholders and ecosystem partners globally to modernize payment ecosystems, improve government collections and payments, and enhance transparency and operational efficiency.

Now in its third year, the Visa Digital Government Forum has evolved into a platform for advancing practical solutions to Vietnam's public sector modernization agenda, with discussions focused on four priorities shaping the future of digital government: citizen-centric digital public services and disbursements, modernizing public spending, strengthening payment collection, and bolstering resilience against increasingly sophisticated fraud threats. The Forum’s “Blueprint for Digital Government” theme reflects a shared focus on translating digital strategies into practical solutions and measurable outcomes for governments, businesses and citizens.

A key theme emerging from the discussions was that digital government is no longer simply about digitizing existing processes. Success increasingly depends on building trusted and interoperable infrastructure, and on developing digital platforms that embed payments to enable seamless citizen experiences, efficient payment collection, secure public spending, and stronger public trust.

The Forum featured insights from experts across Visa, highlighting global best practices and practical approaches across four key areas shaping the future of public sector innovation:

  1. Reimagining citizen experiences through citizen-centric digital public services

Governments are increasingly leveraging digital platforms to deliver services that are accessible, seamless, and responsive to evolving citizen expectations. The development of digital IDs, citizen wallets, and broader digital public infrastructure – bringing identity, official documents, eGovernment services, and payments to and from the government into a unified ecosystem. Key perspectives focused on how digital solutions can support more targeted social aid disbursements for beneficiaries with spend controls and traceability to support intended outcomes.

  1. Modernizing public spending through intelligent payment solutions

Digital government purchasing and expense solutions can improve transparency, reduce administrative inefficiencies, and strengthen governance with upfront controls on spend. Leveraging card solutions for travel and supplier payments with intelligent expense management tools can streamline workflows, reduce costs, accelerate payments processes to suppliers and enable greater spend transparency.

  1. Accelerating digital revenue collection

Expanding secure omni-channel acceptance is becoming a critical enabler of efficient public finance management. Frictionless digital payment experiences can make it easier for citizens and businesses to pay for public services such as transport and taxes, while helping governments improve collection efficiency.

  1. Embedding security into digital transformation

As public services become increasingly digital, protecting public funds and citizen trust becomes paramount. Participants explored the growing role of artificial intelligence, advanced analytics, and risk intelligence, including solutions like Featurespace, in helping governments detect anomalies in real time, reduce fraud risks, and respond to increasingly sophisticated threats while maintaining a seamless experience for citizens.

The event also featured two panel discussions examining how cross-sector collaboration can accelerate public sector modernization and innovation in Vietnam, while balancing the need for efficiency, transparency, and security in an increasingly digital environment.

Reflecting the importance of ecosystem-wide collaboration, the discussions brought together representatives from government agencies, financial institutions, payment infrastructure providers, fintech companies, and technology partners to identify practical pathways for accelerating Vietnam's digital transformation journey. The dialogue also underscored the importance of moving from pilot initiatives to scaled implementation, and from individual efforts to more connected ecosystems that can deliver meaningful impact.

The insights emerging from the Visa Digital Government Forum 2026 highlight that digital government is increasingly viewed not only as an administrative modernization effort, but also as a driver of economic growth, financial inclusion and national competitiveness.
